REPORT ON PCC MEETING HELD ON
22nd NOVEMBER 2011 AT JUBILEE HOUSE

 The meeting opened with prayer and confirmed the Minutes of the previous meeting.  Good wishes had been received from Rev. Jill Bentall on the Patronal Celebration of Christ Church.  The Historic Churches Ride & Stride had been very successful and raised over £400, the bell at Christ Church was now working, the Churchyard gate had been repaired, no thefts of metal had been noticed.  The Council appreciated the financial support from parishioners to enable repairs etc. to be carried out  The School 7Up Club would be holding their Christmas Craft Morning on 21st December.   Little London would be holding a Street Party to celebrate the Diamond Jubilee.  A Quiz Evening with buffet supper would be held on 27th January at Jubilee House.  The repair of tiles on Christ Church roof had been completed, and woodwork under the eaves would be replaced shortly.  ‘Enham’ were continuing to provide a good gardening service.  A Grave Space Reservation Faculty request was approved unanimously.    The leaflet ‘How you can make a lasting difference to the work of your Church’ (giving information about including the Church in one’s will)  was circulated.
 The full requirement of £13000 for the Parish Share had been paid.  All payments were up to date and receipts banked.  It was hoped that the Reserves could be replenished in respect of funds taken for electrical work.  
 A list of the Christmas Services would be published.  It had been suggested by the wheelchair users at St. George’s that services be held at the same time each week at each church.  This suggestion would be considered further and the parishioners’ views sought.   Lent lunches would commence on 22nd February.  £100 had been given to be used for gifts for sick or lonely people in the community.  Architect Gary Seymour had inspected St. George’s in connection with possibly connecting running water, putting in a disabled toilet, etc.  A report would be submitted in due course.  Rev. Thomas would be attending a Leadership Course during 2012 and also joining Rev. Andrew Ashdown on a visit to Uganda in August.  
  Positive comments had been made at the Andover Deanery Synod about the work of Andover Street Pastors in the town on Friday nights.
  The Bishop of Winchester’s consecration would take place at St. Paul’s Cathedral on 29th January 2012, and in Winchester Cathedral on 21st April.

REPORT ON PCC MEETING HELD ON

 6th SEPTEMBER 2011 AT JUBILEE HOUSE

 The meeting opened with prayer and confirmed the Minutes of the previous meeting.  The Parish BBQ, Cake Stall, Tennis and Croquet Tournament and Parish Tea Party at Enham Rectory had all been very happy and successful occasions and all those who had helped with the organization of these events were thanked for their support.  15th September would be Winchester Cathedral Refectory Duty Day but only 4 volunteers had come forward so far.  The Land Registry Enquiry was in the hands of the Diocese, minor work was being carried out on the roof at Christ Church and the bell was not working again but it was hoped that it would be satisfactorily repaired shortly.  ‘Enham’ were continuing to provide an excellent service looking after the Churchyard and it was hoped to obtain a quotation to have the pathway resurfaced.  (This work has now been carried out due to a very generous donation by a Parishioner – we are very grateful to her).  Discussions would be held shortly with all parties concerned about the Diamond Jubilee celebrations in 2012.  Treasurer Noel reported that the Parish Share had been paid up to date.  It was hoped to replenish the £1700 withdrawn from the Deposit Account for the electrical work earlier in the year if funds permitted.  It was suggested that a Quiz Evening be held in February.

 The Harvest Festival would take place at both churches on 2nd October: at Enham at 10 a.m. and Christ Church at 6 p.m. The Harvest Supper would be held at Post Grove Farmhouse on 13th October. Remembrance Sunday would be celebrated at St. George’s on 13th November.  Various suggestions for further events in 2012 would be discussed later.

 Fortnightly services were being continued and it was hoped to form an Enham Committee to discuss their views on services etc.  One of the Enham Community Lunches would be held in St. George’s on 28th September and Lent Lunches would commence on Ash Wednesday, 22nd February 2012.  The Christmas Craft Morning and the Christingle Service would be held as usual.  The Pet Service had been very successful and it was hoped to repeat it in 2012.

 Rev. Canon Tim Dakin would be installed as Bishop of Winchester in the New Year.

REPORT ON PCC MEETING HELD ON
7TH JUNE 2011 AT THE OAK, SMANNELL

The Chairman,Rev. Thomas, opened and closed the meeting with  prayer and the Minutes of the previous meeting were confirmed and signed as correct. The List of Incumbents in Christ Church had been completed by John Kinchenton, who was thanked by the Council; he would be completing the List in St. George’s in due course.  The electrical systems in both churches had been inspected and all upgrading carried out.  It was hoped that the Parish BBQ on 15th July at Camber House would help replenish the funds used. The annual Cake Stall would be held on 11th June and the Tennis Tournament on 4th September – all arrangements were in place.  The Diocesan Architect had pointed out that some roof tiles on Christ Church needed attention.  Quotations would be obtained.  The Historic Churches Ride & Stride would take place early in September and the Harvest  Supper on 13th October at Sarah & Patrick Coverntons’ barn.

 Parish Share payments were up to date until the end of May. Revenue from advertisers in the Parish Oak covered a large portion of the monthly production costs.   A search of Land Registry Titles had revealed that St. Georges remained within the Enham estate, but there was no registered title for Christ Church.  Further enquiries would be made.  Rev. Thomas and Treasurer Noel had attended the Deanery Finance Meeting on 12th May when various initiatives were discussed to raise funds and achieve efficiencies.  It was felt that economies could be made if Parishes united together for common purchases, e.g. electricity supplies, insurance etc.  A thank you letter had been received from Naomi House Children’s Hospice for the money raised at the Lent Lunches.

 The Ordination Service for the two Curates assigned to our Ministry would take place at Winchester Cathedral on 3rd July.  A meeting had been arranged between the Area Dean and representatives from both parishes to discuss the long term deanery pastoral plan.  Rev. Thomas said that agreement had been reached that baptisms and weddings could be shared across the two parishes.  Elizabeth Hall reported on the Deanery Synod meeting on 26th May, with particular reference to the discussion on the election of Women Bishops.  The 7Up Club at the School was thriving, with a meeting on 15th June and attendance at the ‘All Creatures Great & Small’ Service at Christ Church on 26th June.

 The next PCC meeting would take place on 6th September at  The Oak, Smannell.

 ANNUAL PAROCHIAL CHURCH MEETING

 22 Parishioners attended the meeting held at The Oak, Smannell, on 26th April 2011, which was chaired by Rev. Thomas Wharton and re-elected Mrs. Pete Bowker as Churchwarden.  It was hoped that a second Church Warden could be appointed.  
The Minutes of the APCM were confirmed and signed as correct by the Chairman and reports of the year’s business from the Secretary, Church Electoral Roll Officer, Deanery Synod Representative, Gift Aid Secretary, Treasurer, Churchwarden and Team Vicar were presented to the meeting and unanimously adopted.  (Minutes of the meetings, accounts and all reports are on display at both churches or available from the Secretary. Tel: 357487) Treasurer Noel Pope outlined the financial position and the Accounts were unanimously approved.
Rev. Thomas thanked all members of the PCC and officers and members of both churches for their continued hard work, support and efficiency during the year, with special thanks to Barbara Wheadon who was stepping down as Electoral Roll Officer and member of the PCC.  Irene Wilson was elected to take over the duties of the Electoral Roll Officer.
The view was expressed that the modern language used in some services had been accepted by congregations.  The Chairman made special mention of the Parish Oak magazine and the support and hard work by so many in the community.  As Mencap were no longer able to provide gardening services, the maintenance of the churchyard had been taken over by ‘Enham’ who had made an excellent start.  The 1000th Anniversary of the Enham Council assembled at the Knights Enham church by King Ethelred in 1012 would be celebrated and an article would appear in the Parish Oak. 
Rev. Andrew said that he and Rev Thomas were working together in Augusta Park – the team was being joined by two curates, and  Victoria Ashdown was completing  her ministerial training in the Parish and would be ordained in 2012.  He was organizing a visit to the Uganda Deanery in 2012 and anyone who was interested in joining the tour should contact him.
The meeting closed with prayer at 7.00 p.m. and 11 Parishioners sat down to enjoy a delicious supper.

REPORT ON PCC MEETING HELD ON 15TH MARCH 2011 AT THE OAK, SMANNELL

 Rev. Thomas took the Chair and the meeting was opened with prayer; the Minutes of the meeting held on 11th January were signed as correct.  The meeting between the two parishes and various other bodies had been held and Rev. Thomas would be compiling a calendar of events to be held.  Teams assisting in Refectory duties at Winchester Cathedral had been organized for 25th May and 15th September. 

 It was agreed that, as there did not appear to be any Deeds for Christ Church, a fee of £115 be paid so that the church could be included in the Land Registry.  It was noted that the Quinquennial Inspection of both churches would be carried out shortly.  Copies of the Parish Oak would be sent to the local Councillors, as requested. It was agreed that the Parish BBQ be held at Camber House on 15th July and that a cake stall be held on 11th June on Enham green. In future PCC meetings would be held at The Oak and a Coffee Morning would be held there on 26th May at 10.30 a.m. Various events were in the planning stage: a repeat of the very successful Tennis & Croquet Tournament and an Open Air Theatre production.  

 Finances were in good shape so far in 2011, although there would be considerable expense on the electrical work that was required at both churches, the PAT testing of portable electrical appliances, an asbestos survey, and higher insurance costs on both churches. None of these could be avoided.  The Year End Accounts to 31st December 2010 were being prepared for independent examination before the APCM on 26th April.

 Lent lunches were continuing, with proceeds being shared between Naomi House and the Church in Uganda.  Details of Services during Lent and Holy Week were discussed, as well as a Pastoral Plan of the Parishes. 

 The curates now attached to the Team Ministry, Ed Dines and Margaret Richmond, would be ordained in Winchester Cathedral on 3rd July. A garden bench, given by Mary Blowes of Enham, would be placed in the grounds of St. George’s in memory of her.

REPORT ON PCC MEETING HELD ON
11TH JANUARY 2011

 Rev. Thomas took the Chair and the meeting was opened with prayer; the Minutes of the meeting held on 19th October were signed as correct.  Rev. Thomas would be meeting with the Chairman of the Smannell Parish Council and others to discuss various items.  The Confirmation Service, conducted by Bishop Peter, the new Bishop of Basingstoke, had been a lovely occasion.  The Alamein events had been very successful – they would be held in Enham in 2011.  The Council expressed their thanks to the Dawsons for their Christmas hospitality. At the request of HW The Mayor of Test Valley, Chris Lynn, the annual Holocaust Memorial Service would be held on 30th January in St. George’s.  The Mayor and Mayoress and Rev. Derek Overfield would attend and all Borough Councillors had been invited. 

 The List of Incumbents would be brought up to date by John Kinchenton.  The churchyard yews had been pollarded and ivy on the walls would be cleared in the near future.  Richard Wheadon was thanked for clearing the snow from outside the church during the recent bad weather.  The present landlords of The Oak would be leaving on 27th January to make way for the new permanent landlords. 

 The Parish Share had been paid in full, along with all bills.  Accounts were being prepared for examination in time for the APCM on 26th April.  The Stewardship Letter campaign across the Community had been completed with encouraging results. A Surveyor from the Churches’ insurers had visited and various steps would need to be taken once the official report had been received.  The Quinquennial Inspection was due in 2011. 

 A meeting of members from both parishes would be arranged to discuss their long term future, especially with regard to staffing.  The old classroom at the School would be taken away shortly.  The 7Up Club was thriving! 

 Lent Lunches would be held on 9th and 16th March (Christ Church) and 23rd and 30th March at St. George’s, all to commence at 12.30.  The donations would be shared between Naomi House and the Church in Uganda.  One of the Parish Oak’s editors had resigned and a replacement was being sought.

REPORT ON PCC MEETING HELD ON
19TH OCTOBER 2010 AT THE RECTORY

 The Meeting opened with prayer.   The Minutes of the previous meeting were confirmed as correct.  The Tennis & Croquet Tournament, the Parish Coffee Morning, Harvest Supper, Hampshire Historic Churches’ Ride & Stride, Concert by Pentatonic at St. George’s and the Alamein Day Service had all been very successful events and appreciation was expressed for the hard work of so many people across the Parish in making the functions so enjoyable.  The visitors from Uganda had now returned home after their visit and it was hoped to forge even stronger links, particularly involving the schools in the Parish. It was noted that Bishop Michael of Winchester would be retiring in May 2011. Area (formerly Rural) Dean John Harkin had taken over from Rev. Jill Bentall.

 The signboards outside Christ Church and St. George’s had been refurbished; rubbish behind the latter had been cleared by Enham Maintenance Dept.  Yew trees in Smannell Churchyard needed pollarding and quotations would be sought so that the work could go ahead as soon as possible.  A Faculty for such work might also be required.  Demolition of the old classroom at the School was being considered.  A new Foundation Governor was proposed to replace Rachel Cox who was resigning after sterling service to the School. 

 All payments were up to date and £10,400 of the £12,000 Parish Share had been paid.  The majority of the Stewardship letters had been distributed and promises received of new, or increased, support, all of which were very much appreciated. 

 Letters had been sent out to inform Parishioners of the suggested new pattern of Services.  Details of all services until the end of 2010 were given.  Right Rev. Peter Hancock, the new Bishop of Basingstoke, would attend the Confirmation Service to be held at St. George’s at 4 p.m. on 21st November.  The next meeting of the Parochial Church Council would take place at the Rectory on 11th January.

REPORT ON PCC MEETING HELD ON
3RD AUGUST 2010 AT THE RECTORY

 All members of the Council were present under the chairmanship of Rev. Thomas Wharton and the Minutes of the previous meeting were confirmed and signed as correct. 

 The Parish BBQ and the Cake Stall at the Enham Fun Day had both been very successful and enjoyable and the efforts of everyone were very much appreciated.  The suggested wording for the signs outside both Churches was confirmed and it was hoped that these would be ready in the near future.  The development of St. George’s within the proposed ‘Enham’ development had been discussed at the Enham Parish Council.

 Meeting and sketch plans, drawn up by John Kinchenton, for the siting of a disabled toilet facility were studied.  The Churchwarden reported that a window at St. George’s had been cracked.  The Service to celebrate the 1st year of the 7Up Club at the School had been very well attended.

 Arrangements for the Tennis & Croquet Afternoon (to be followed by a BBQ at Camber House) on 5th September were well advanced.  A Parish Coffee Morning would be held on 21st October at 10 a.m. at Jubilee House.  The Hampshire Historic Churches’ Ride & Stride would take place on 11th September and it was hoped that the various schools in the Parish would take part.  A concert at St. George’s by String Quintet ‘Pentatonic’ would be held on 14th September.

 The ‘Enham’ Maintenance Dept. had agreed to remove the rubbish behind St. George’s and  the Hampshire Highways Maintenance Dept. would be mending the potholes.  A wasps’ nest would be dealt with.  It was hoped to start a Craft Class.  Unfortunately there were not enough people to fulfill the Parish’s duty in September at the Winchester Cathedral Refectory. 
 The Parish was well on track with its payment of the Parish Share and it was hoped that this position would be maintained.  However, we were being heavily supported by Downs Benefice and others.  All other payments were up to date.  A new distributor of the Parish Oak in the Finkley area was being sought. 
 The pattern of services at both churches would be the subject of consultation with all members of the congregations.  A Team Confirmation would be held by the new Bishop of Basingstoke at the Church Centre on 24th October at 1030 a.m.  The Alamein Service this year would be on 17th October at St. Mary’s, Andover, in conjunction with the display at the Andover Museum of the EACH historical record of Enham.  The Ugandan visitors to the Deanery would be visiting the Parish between 30th September and 18th October.

  1.  MINUTES OF PREVIOUS PCC MEETING OF 16th MARCH 2010 The Minutes, having been circulated were approved and signed as correct by the Chairman.

  2. Signs outside Churches  It was agreed that arrangements be finalized when Gail returned from holiday.

  4. St. George’s & Enham Development Rev. Thomas had had a meeting with the Arch Deacon and Victoria and it was now hoped that an Open Meeting would be held when residents could be informed of the possibility of  the church being developed so that it could play a much more prominent role in village life.
  5. Fund Raising  Parish BBQ to be held on 2nd July in the evening at Post Grove House, by kind invitation of David Rolls, with a hog roast and sausages.  Members were given their ‘assignments’ by Pete, including the collection and erection of marquees, making of salads, organization of cutlery etc.  It was hoped that about 120 people would attend.  Irene Wilson had very kind purchased dessert spoons to augment the cutlery kept by the church.  Tennis and Croquet Afternoon (5th September) to be followed by a BBQ.  It was agreed that the tennis would start at 2 p.m., meeting at Post Grove.  Croquet would commence at 4 p.m. at Camber House, and the BBQ would follow there at about 6.30 p.m.  Tickets would cost £5 per head.  Barry would start work on the organization straight away and would provide 2 cups for the tennis.  Noel agreed to provide champagne for the winner of the croquet.  Elizabeth and Pete offered to sell tickets.  A meeting would be held 2 weeks before the day to discuss final arrangements.  Coffee Mornings It was agreed that a Parish Coffee Morning be organized for October.  Various suggestions were made to raise funds including the opening of gardens in the village and a Son et Lumiere at Christ Church and it was agreed that a ‘brainstorming session’ be held at a later date.
  6. Christ Church  The vestry curtain had been replaced.  It was agreed not to replace the curtain at the entrance at the present time.
  7. St. George’s  Pete said she was organizing the removal of rubbish left after the removal of trees near St. George’s. 

 

  1. FINANCE REPORT
    1. Parish Share  Noel reported that £3,600 had been paid so far.  The Share figure for 2011 had yet to be confirmed but was likely to increase from this year’s amount of £12,000.    Attendance figures were required by the Diocese and Rev. Thomas agreed to provide the information.

  1. CONFIRMATION OF MINUTES OF ANNUAL MEETING OF PARISHIONERS & APCM MEETING HELD ON 22nd APRIL 2009It was proposed by Sue Foord, seconded by Betty Waters and unanimously agreed that the Minutes be confirmed and signed as correct by the Chairman.

REPORTS  Reports from the Secretary, Church Electoral Roll Officer, Deanery Synod Representative, Gift Aid Secretary, Treasurer, Churchwarden and the Team Vicar were presented to the meeting in booklet form (copy attached).  It was proposed by John Kinchenton, seconded by Sue Foord and unanimously agreed that the Reports be adopted.  In the absence of the Treasurer, Gift Aid Secretary Rod outlined the financial position contained in the Accounts and it was then proposed by Hon. Gail Young, seconded by Bob Wheadon and unanimously agreed that the Accounts be formally approved.  Revd. Thomas thanked all members of the PCC and Church Officers for their hard work and efficiency during the year and made a special mention of the contribution to the Parish made by the Parish Oak magazine edited by Julia Reilly, cleaning services in both churches from Margaret Hughes and the help given by Debbie Burgess to the 7 Up Club.   The meeting thanked Bob and Barbara Wheadon for all they did in the Parish and Mr. R. Germain, the Independent Examiner of the accounts.

  1. Enham Service at William House Margaret Hughes said it would be very much appreciated if members of the Church could attend the Enham Service.
  2. Young Parishioners  It was agreed that new ideas would continue to be tried and the  ever-strengthening ties between the Church and the School would be built upon.  Mention was made of the superb service at St.  George’s on Easter Sunday when the church was packed, many of the congregation being young families.  It was recognised that the involvement of young children in each church was most important.

  4. Harvest Supper Churchwarden Pete informed the meeting that the Harvest Supper  would be held at Sarah & Patrick Covernton’s Barn and thanked them for their continued support.

The Chairman welcomed everyone to the meeting which was opened with prayer.

  1.  MINUTES OF PREVIOUS PCC MEETING OF 19TH JANUARY 2010  The Minutes, having been circulated were approved and signed as correct by the Chairman.

  3.  Good Friday Walk would now start at 0930, ending with a Service at 1000 at Christ Church, with Hot Cross

  1. CHURCHWARDEN’S REPORT
  2. Signs outside Churches  It was agreed that Gail’s sister be asked to supply vinyl signs (to be attached to the present boards)  for both churches at a cost of £100 for the two; that for St. George’s would be paid for by Gail and Margaret would pay for that for Christ Church.
  3. Lent Lunches  A great success.  Proceeds would be divided between Naomi House and Mary’s Meals.  A sandwich board might be erected next year outside St. George’s to catch ‘passing trade’!
  4. List of Incumbents  Rev. Thomas was hoping to see the Archdeacon shortly.                  Action: Rev. Thomas
  5. St. George’s & Enham Development Rev. Thomas was hoping to meet with ‘Enham’ to discuss how St. George’s could be developed to play a bigger part in a wider spectrum of aspects of life in the village.  This would require improved facilities to be installed in the church; any changes would first need to be referred to the many regiments involved in the funding of St. George’s.
  6. Fund Raising  Parish BBQ to be held on 2nd July in the evening at Post Grove House, by kind invitation of David Rolls, with a hog roast and sausages.  (The School BBQ was being held on 16th July). It was also hoped to organize a Cake Stall , perhaps at the Family BBQ to be held at the Rectory on a date to be decided.
  7. Christ Church  It was agreed that the Vestry curtain be replaced at a cost of £30. It was also hoped to replace the fabric in the Children’s Corner.  It was suggested that a draught excluder be put on the entrance door.
  8. Enham Club was now under new management and would be available for use by interested parties.
  9. Emmaus Confirmation Course had started.

 

  1. FINANCE REPORT
    1. Parish Share  Parish shares payments have been agreed with the Deanery at a level of £12,000 for 2010. This is massively below our true figure of £26,000 pa and the Parish is being generously supported by the Downs Benefice. As we finally paid more than £12,000 in 2009, it is to be hoped that we will exceed our target in 2010. Thus far £1600 has been paid for January and February.  Parish Share is now determined by the Andover Deanery, rather than the Winchester Diocese. Each Parish’s figure is based on COPM – the Cost of Parochial Management. This is the cost of providing a full time vicar, and covers stipend, pension and training costs, plus an element towards central costs at the Diocese. This figure is circa £52,000 for a full time member of clergy, of which there are 10.5 in the Andover Deanery. The Deanery is thus responsible for collecting some £546,000 from the Parishes within the Deanery.
    2. Deanery Treasurers’ Meeting  A meeting was held recently where the above situation was discussed.  The Treasurer at Littleton shared his experiences of fund raising over recent years and lessons can be learned from this.  Details will be circulated when received with the Minutes of the meeting.
    3. 2009 Accounts have been prepared and will be submitted shortly for the annual Independent Inspection. These will be displayed at both our Churches in advance of the Annual Meeting in April. Everything else is up to date with all bills paid.
    4. Rev. Thomas thanked Noel for all his hard work for the Parish.

5.     WORSHIP REVIEW

  1. Pattern of Services  It was agreed that, as a trial until September,  the pattern of  Services at Christ Church would be altered as follows:  1st Sunday – 0830 Holy Communion; 2nd Sunday – 1000 Parish Communion; 3rd Sunday – 0830 Holy Communion; 4th Sunday – 1000 Family Service;  5th Sunday – 1000 Matins.  The 1st and 3rd Sundays at St. George’s would be Parish Communion.

  2. Appointment of new Vicar of St. Mary’s  Canon Rev. John Harkim who was coming from Guernsey.  A new Suffragan Bishop would replace Bishop Trevor at Basingstoke.

REPORT ON PCC MEETING HELD ON

19th JANUARY, 2010 AT JUBILEE HOUSE

 

 Revd. Thomas Wharton (Chairman) opened the meeting with prayer and the Minutes of the previous meeting, having been circulated, were approved and signed as correct.  The Christmas Services had been much enjoyed by the Parish.   Further quotations would be sought for re-writing the signs outside the churches and the updating of the List of Incumbents in Christ Church would be discussed with the Archdeacon.  It was hoped that the Christ Church bell would be repaired shortly.  The Financial Report has already been published in the January magazine along with production details and costs of the Parish Oak .  Various ideas for fund raising were discussed and stewardship leaflets had been prepared by Revd. Thomas; these would be amended and brought to the next meeting.  Groups from both Churches would be set up to discuss the pattern of services and make helpful suggestions.  Revd. Thomas asked members to keep him informed of parishioners who might welcome a visit or a mention in prayers. 

 Dates were agreed for four Lent Lunches with the donations being given to various charities.  Approval was given for a faculty for a Grave Reservation and a Form of Approval to remove and replace items in Christ Church, also for the Parish to have its own website.  A fee of £30 would be charged for funerals, weddings, etc. to cover heating costs, etc. Two weddings would be held at Christ Church in the near future.

 The ‘Enham’ Development Plans were tabled.  The Annual General Meeting would be held on Tuesday, 20th April at 7 p.m. at The Oak, with supper afterwards.  It was agreed that the next meeting of the PCC would take place on 16th March and the meeting closed with prayer.

Accounts were being prepared for Independent Examination before the AGM.  
Main figures for 2009

Total income received:               £21,259.28 (2008:£19,631.67);
Total Expenses paid:   £22,656.66 (2008: £20,539.63)
Deficit for the year:                    £1,397.38. 

Funds remained tight and we were a long way from paying our full share towards having a resident Vicar living within our Parish.   The Council was delighted that the Parish Share had been paid in full and it was hoped that we could improve on our figure of £12,000 set for 2010.
 

  1. Fund Raising  Mr. Rolls had kindly agreed to host the Parish BBQ and provide a hog roast.  Further information would be available at a later date.  It was also hoped to have a Family BBQ to include members of the 7Up Club. Dates for the School BBQ and the Enham Family Fun Day would be available in due course.  It was agreed to consider the Lottery at a future date.
  2. Stewardship Leaflets  Rev. Thomas circulated drafts he had prepared.  It was agreed that these should be abridged and brought to the next meeting.                                                                                Action: Rev. Thomas
  3. Charitable Donations  Rev. Thomas suggested continuing donations to Naomi House and the Countess of Brecknock Hospice and for an International charity he suggested a school being run for Palestinian children.  The Head Teacher of Smannell School had already visited and her school were developing ties and fund raising for the children in Palestine.  Rev. Thomas agreed to find out more information from the Head Teacher

  1. ‘Back to Church’ Sunday had been well attended – but thought should be given to avoiding  having ‘special services’ on successive Sundays in future

  3. Toys & books for Children’s Corner in Christ ChurchThomas would put an appeal in the Parish Oak.

3.    CHURCHWARDEN’S REPORT The piano remained unsold.  Thomas would arrange for his
       piano tuner to inspect it.  The flag had been found and John Kinchenton would be asked to oversee
       its siting at St.George’s for Alamein Day on 25th October.  Wine had been left at Pete’s home for
       the Harvest Supper and a Thank You  notice would be put in the Parish Oak to thank whoever was
       responsible for that, and the magnum of champagne given for the BBQ.  Arrangements would be
       made for church cleaning and garden tidying.  Pete would give 2 dinner parties for 10, rather than
       1 for 20.  Barbara said that Bob had refurbished the vacuum cleaner at Christ Church. 
 
4.   FINANCE REPORT

  1. Parish Share  £7,900 had been paid to the end of September and the Parish was on course to pay the required sum of £10,000 by the end of the year.  A sum of £12,000 was expected to be set for 2010 which would provide a considerable challenge.  It did appear that the Diocese was trying to cut costs.
  2. Hampshire Historic Churches Sponsored Ride/Stride had raised £462 which had been sent ; 50% would be returned to the Parish. 
  3. Bills were paid up to date.  Elizabeth was asked to check that the Mencap invoices for gardening services were correct. 
  4. Giving in Grace Meeting 8 members had gone and found it interesting. Thomas outlined a few helpful ideas which he hoped to use in the parish. These included: annual thank you letters to donors; communicating  how people’s generosity is enabling local ministry; celebrating success.
  5. Fund Raising Various ideas were discussed (paper from Elizabeth attached).  A Fund Raising Sub-Committee would be set up to look at the possibility of setting up a Parish Lottery (name to be decided). This is not intended to replace people’s monthly regular giving but is an optional addition to that giving and is hoped to attract new givers from the wider community. It was suggested that money raised from this project might be split between the church and a charity (yet to be decided). It was hoped the committee would consist of Rev.Thomas, Treasurer Noel and Gift Aid Secretary Rod.  Other names were also suggested.  The first meeting would take place on Tuesday, 1st December at 6 p.m. at the Rectory.  

    
5.    SMANNELL & ENHAM (CE) SCHOOL

  1. Appointment of Foundation Governor  In reviewing the nominations for Foundation Governor, Paul Sexton was proposed and unanimously agreed by the PCC.
  2. 7 Up Christmas  Rev. Thomas would be holding a Christmas Craft Workshop on 22nd December at the School from 1000-1230. The school Christingle Service would be held at the School at 2 p.m. on Friday, 27th November. The church Christingle Service will now be on 24th December, 5.00pm at Christ Church.

  6. Petition for Faculty for reservation of grave space in the names of Terence and Maureen Roll.  It was unanimously agreed that this petition be approved.
  7. Pew Notice Sheets  It had been decided, in order to save costs,  not to continue to print all the Parish information on the reverse of the sheets.
  8. 1845 Staffordshire statue of the Flagellation of Christ.  Gail and Nick were thanked for their kind gift of the statue for Christ Church.  They would bring it to the church on Sunday at 0830 so that PCC members could see it in situ.

        REPORT ON PAROCHIAL CHURCH COUNCIL  MEETING HELD ON 11TH AUGUST 2009

 The meeting opened and closed with prayer.  It was agreed that the opening of St. George’s on Sunday afternoons would be confined to special occasions. A Classical Concert was being held at St. George’s at 7.30 p.m. on 26th September and it was hoped to arrange for a Choral Group to sing at St. George’s in the New Year.  The Churchwarden would be organizing a fund-raising meal for 20 people at her home in November at £20 per head. 

 There was considerable discussion about the payment of the Parish Share and it was stressed that the share was to pay for the ministry in the Parish and not the cost of our clergy.  It was hoped to find new donors and encourage regular donors to give more.  Many fund-raising ideas were put forward and 8 delegates from Smannell would attend a Diocesan ‘Giving in Grace’ meeting in October.

 Repairs at St. George’s had been completed and the bamboo problem at the back of the church would be tackled by Elizabeth Hall’s grand-daughter.  The BBQ had been a huge success, raising approximately £1500.  The hedge at Christ Church had been cut and the area tidied. The future of the choir would be discussed.  The piano in Christ Church would be sold and it was hoped to establish a Children’s Library at the church.

 The 7Up Club had started off very well and would recommence on 23rd September at 6 p.m.  Discussions were to be held about the appointment of a Foundation Governor for the School.  The Diocesan Inspection of both churches had gone well and all was in order.  It was hoped that the missing Alamein flag from St. George’s would be found. 

 Future events would include ‘Back to Church’ Sunday on 27th September, the Team Service at Christ Church on 30th August, the Cycle Ride/Walk for the Historic Churches Fund on 12th September, a Harvest Festival at each church on 4th October, Harvest Supper at Sarah & Patrick Covernton’s Barn on 15th October, and the Alamein Thanksgiving Service on 25th October.

4.   FINANCE REPORT   Noel reported that all bills were paid up to date and all excess income (a
      total so far of £2200) had been paid to the Diocese as Parish Share. Total income in 2008 was
     £19,631 against a Parish Share payable of £16,671, leaving a very small amount to run the two
     churches.  (Running expenses for the two churches approximated £1000 per month).  Thanks      were expressed to those who were so supportive of the church with their money and time.  For      the future each Parish would have to pay for its clergy, the cost of which currently stood at just      under £50,000 per year, but was expected to rise.  A formula would be presented where the more      fortunate Parishes might assist those who were struggling.

            REPORT ON PAROCHIAL CHURCH COUNCIL
17TH MARCH at THE RECTORY

 Rev. Thomas Wharton opened the meeting with prayer and welcomed Council members to the meeting, especially The Hon. Gail Young who attended.  The Minutes having been approved and signed as correct, it was reported that St. George’s would be open from 1-3 p.m. on the first Sunday of every alternate month.  All arrangements were in hand for the Parish Coffee Morning (a great success with a large number of parishioners enjoying a lovely sunny day out at the Rectory) and for the APCM to be held at The Oak on 22nd April.  A most appreciative letter of thanks from the Mayor of Test Valley for his being included in the Licensing Service for Rev. Thomas was read.  The final ‘chapter’ of the reorganization of the Parishes would be a Service at the Church Centre on 18th July when the Bishop of Basingstoke would welcome the new Team Ministry.  The Lent Lunches had been a great success and the plaque to commemorate the making by Enham Industries of the furniture in Christ Church was being organized.

 Churchwarden Pete Bowker would check on the damp on the walls beside the pews in St. George’s and there was repair work required after the recent redecoration.  Quotations had been sought.  A team of helpers would assemble at Christ Church to cut and tidy the Conservation Area in the Churchyard.  All the hedges had been cut at a cost of £150.  The ‘Interment of Ashes’ area was in need of tidying.  It was stressed that Church of England rules did not allow artificial flowers in churchyards.

 David and Romney Rolls had very kindly invited the Parish to a Hog Roast at their home, Post Grove House, Malthouse Lane, on 27th June at 1230 p.m.  Pete presented her detailed plan for the event.  The very successful Enham Fun Day was to be repeated on 13th June to celebrate the 90th birthday of the Enham  Trust.  It was agreed that the PCC would organize cake and book stalls. 

 Copies of the accounts to 31st December 2008 were given to members. Forms had been prepared to apply to the Diocese for a reduction in the Parish Share.  The appointment of a Foundation Governor for the School was progressing – there would be a School Easter Service in Christ Church on 2nd April at 2 p.m.

 There would be a walk along the cinder path (accompanied by a donkey or pony and canine friends) on Good Friday, leaving Christ Church at 10 a.m. and ending with a Service at St. George’s at about 1030/1045 with hot cross buns and a drink. 

 There would be a baptism at St. George’s on 3rd May during the main service, and a wedding at Christ Church on 22nd August.
